Announcement of a Competitive Selection for the Vacant Position of Director General of the Fund

The Universal Health Insurance Fund (hereinafter referred to as the Fund) announces the acceptance of applications for undergoing a professional suitability and qualification assessment for the purpose of conducting a competitive selection for the vacant position of Director General.

The professional suitability and qualification assessment for the purpose of conducting a competitive selection for the vacant position of Director General of the Fund is a mandatory procedure preceding the competitive selection, as provided for by the Charter of the Fund, for participation in the competitive selection for the vacant position of Director General.

REQUIREMENTS FOR CANDIDATES

A person seeking to participate in the professional suitability and qualification assessment must meet the following requirements established by law and the Fund's Charter:

1. Be a citizen of the Republic of Armenia, have reached the age of 35 by the date of the competitive selection, and be proficient in Armenian and English;

2. Have at least 10 years of work experience in the field of insurance, finance, or healthcare management;

3. Have higher education that complies with the legislation of the Republic of Armenia, with qualifications in law, economics, business administration, or management potentially considered an advantage;

4. Not have held a position, during the three years preceding the date of application for the competitive selection, in a legal entity (with an individual entrepreneur) engaged in commercial insurance, medical care and services, pharmaceutical activities, or the import, export, or production of medicines or medical devices in the Republic of Armenia. For the purposes of this subparagraph, holding a position in a legal entity (with an individual entrepreneur) engaged in commercial insurance, medical care and services, pharmaceutical activities, or the import, export, or production of medicines or medical devices means being a member of its governing body, holding any other position, or acting as a trust manager of the organization's property;

5. Not be a participant, shareholder, or equity holder, at the time of application for the competitive selection, in an insurance organization, an organization providing medical care and services or carrying out pharmaceutical activities, or a commercial legal entity engaged in the import, export, or production of medicines or medical devices in the Republic of Armenia;

6. Not have been, during the five years preceding the date of application for the competitive selection, the head of the executive body of an organization that was liquidated due to bankruptcy and failed to satisfy the lawful claims of its creditors.

RESTRICTIONS APPLICABLE TO CANDIDATES

A person may not be a candidate if they:

1. Have been convicted by a court judgment that has entered into legal force, and the conviction has not been removed or expunged in accordance with the established procedure; or

2. Have been declared legally incapable or to have limited legal capacity by a court decision that has entered into legal force; or

3. Are subject to other restrictions established by law.

LIST OF REQUIRED DOCUMENTS, DEADLINE FOR SUBMISSION, AND EMAIL ADDRESS FOR DOCUMENT SUBMISSION

Candidates must submit the following documents by email to the Universal Health Insurance Fund at hr@uhif.am no later than November 18, 2026, at 23:59:

1. A signed application addressed to the Fund, indicating the intention to participate in the professional suitability and qualification assessment, the list of attached documents, and the day, month, and year of submission of the application;

2. A color photograph measuring 3×4;

3. A copy of a certificate confirming higher education;

4. A copy of a passport or identification card confirming citizenship of the Republic of Armenia;

5. A copy of a document confirming proficiency in Armenian (school-leaving certificate, diploma supplement, etc.);

6. A copy of a document confirming proficiency in English;

7. A detailed curriculum vitae containing complete information about the candidate's education, work experience, professional activities, skills, and achievements;

8. A motivation letter of no more than 500 words;

9. An extract from a document confirming the relevant work experience as of the time of application;

10. A certificate from the place of employment indicating the position held (if applicable);

11. A certificate regarding criminal convictions and wanted status, issued in accordance with the procedure established by law;

12. A declaration confirming the absence of the restrictions specified in points 4, 5, and 6 of the section "Requirements for Candidates" and in the section "Restrictions Applicable to Candidates" of this announcement.

The competitive selection procedure for the Director General, as well as the additional requirements for the professional suitability and qualifications of the Director General and the procedure for their assessment, are established by the Fund's Charter, in its new edition approved on October 20, 2026.

The rights and obligations of the Fund's Director General are established by the laws of the Republic of Armenia "On Universal Health Insurance" and "On Foundations", as well as by the Fund's Charter, in its new edition approved on October 20, 2026.
