On April 10, hearings organized by the Standing Committee on Health Care of the National Assembly were held, dedicated to the first 100 days of activity of the Universal Health Insurance Foundation. The hearings were attended by Minister of Health Anahit Avanesyan and Acting Director of the Universal Health Insurance Foundation Samvel Kharazyan.
The Minister of Health presented the key recorded indicators, including detailed statistical data on engagement within the healthcare system, the distribution of services, and the structure of reimbursements.
According to the presented data, the Universal Health Insurance package currently includes around 2,400 services, while the total volume of reimbursements over the first three months has exceeded AMD 39.5 billion. To date, more than 1.7 million beneficiaries are enrolled in the system, approximately 36% of whom have already used medical services. Within the first 100 days of the Foundation’s operations, over 1.3 million examinations and around 68,000 surgeries have been carried out.
Special attention was also given to the pharmaceutical component. Between January and March, the volume of drug reimbursements increased significantly - from AMD 681 million to more than AMD 2.7 billion. More than 1.4 million prescriptions were issued within the package, and over 458,000 cases of medication provision were recorded.
Kharazyan emphasized that the Universal Health Insurance system has contributed to increased utilization of medical services. The number of beneficiaries who had not previously used state healthcare services has increased more than fourfold.
He also highlighted the importance of cooperation with medical institutions for the effective functioning of the system. In this context, numerous online meetings and discussions were held during the first three months, alongside visits to medical centers aimed at assessing implementation progress on-site, identifying emerging challenges, and developing effective mechanisms to address them.
Kharazyan also spoke about ongoing efforts to introduce digital tools, including the application of artificial intelligence–based solutions.
